Subject: Updated Circular for CIS Business Delegation with provisions for Market Access Support (MAS) under EXPORT PROMOTION MISSION - NIRYAT DISHA & Revised Itinerary

 

This is with reference to our earlier circular PXL/HO/Cir-120/2025-26 dated 7th January 2026regarding the proposed Pharmexcil Business Delegation to Belarus, Russia, Uzbekistan, and Kazakhstan scheduled during 16th – 28th March 2026.

 

With further reference to the above, we wish to inform you that there has been a minor change in the sequence of countries in the delegation itinerary. Initially, the first leg of the delegation was planned for Belarus, followed by Russia, Uzbekistan, and Kazakhstan. However, based on recommendations from the concerned Embassies and availability considerations, the first leg of the delegation will now commence in Russia, followed by Belarus, Uzbekistan, and Kazakhstan.

 

Further, upon strong recommendation from the Embassy of India in Kazakhstan, the delegation will now visit Shymkent instead of Almaty, and the Buyer–Seller Meet (BSM) in Kazakhstan will be organized in Shymkent only.

Market Access Support (MAS) under EXPORT PROMOTION MISSION (EPM) vide Trade Notice No 19/2025-26 dated 31 December 2025:

 

As informed in our previous circular, the proposal for the CIS delegation was submitted under the MAI Scheme and approval from the Ministry is awaited. However, Members are further informed that the MAI Scheme has now been subsumed under the Export Promotion Mission (EPM) by the Ministry of Commerce & Industry, with effect from 1st April 2025.

 

The key guidelines under EPM Assistance are as follows:

 

  1. Support is available only for the Director/Partner/Proprietor or a full time senior managerial officer of the entity and shall be extended to Indians nationals only.

 

  1. Airfare support is capped up to 35% of total delegates in an event.

 

  1. Support is available only for economy class travel.

 

  1. Claims forms must be submitted within 15 days of return to India.

 

  1. Eligibility shall be limited to entities with Zero Export Turnover in the preceding year for reimbursement of 50% of economy class airfare, subject to the following ceilings
  2. For CIS overseas market Rs. 45,000/- OR 50% of the airfare, whichever is lower.

 

  1. Eligibility shall be extended to entities with export turn over up to Rs.75Lakhs in the preceding year for reimbursement of 75% of economy class airfare, subject to the following ceilings
  2. For CIS overseas market of Rs. 75,000 or 75% of the airfare, whichever is lower.

 

  1. New IEC holders may receive support for up to 1 BSM in their first year and up to 2 BSM in their second year. and are having minimum of one year (12 calendar months) membership with the council are eligible for MAI assistance subject to the other guidelines of MAI scheme.

 

Members are requested to kindly take note of the above.
