Sub: Enhancement of Financial Assistance under MAI Scheme to Rs.2.00 crores from Rs.50.00 lakhs with effect from date of issuance of letter dated 07^th January 2019.

In continuation to our circular no. PXL/HO/Cir-082/2018-19 Date: 08.01.2019 mentioning about the subject matter was circulated as this enhancement was with effect from date of issuance of letter dated 07^th January 2019. But there is no information mentioned about how to consider and process the applications for the period 07^th January 2019 to 31^st March 2019. As this enhancement is announced with effect from date of issuance of letter dated 07^th January 2019.

So in this regard, we made a representation to the Ministry seeking their further clarifications regarding how to consider and calculate the reimbursement values. We have received an Office Memorandum dated 11^th October 2019 mentioning that “the enhanced assistance will be admissible for only such certificates, for which application was made to the concerned regulatory authority, etc. on or after 07^th January 2019” only.

We once again made a representation to the Ministry to consider based on the date of issue of product registration certificates and requested to look into this New Enhancement of One-Fourth (07^th January 2019 to 31^st March 2019) for the FY 2018-19 can also be considered if the registration certificates were issued on or after 07^th January 2019 and accordingly for the next Financial Year 2019-20, this Enhancement of Financial Assistance total amount of Rs.2.00 crores can be utilized by the member companies.

We have received an Office Memorandum dated 16^th December 2019 mentioning that “the Empowered Committee of MAI had approved revision in the MAI Scheme prospectively. It is, therefore, difficult to extend benefits of the revised provisions to an action which was taken prior to the said revision. This Division’s O.M. of even number dated 11.10.2019, which was issued in consultation with the Finance Division, Department of Commerce, is reiterated”.

In view of the above, we wish to inform you that the enhanced assistance will be admissible for only such certificates, for which application was made to the concerned regulatory authority, etc. on or after 07^th January 2019 only.

Please make a note of this while initiating the applications online and the applications already submitted online with a view of enhancement to Rs.2.00 crores will be considered and process for only Rs.50.00 lakhs and the remaining applications will be return back.
