Subject: Indo-Pacific Economic Framework for prosperity - virtual meeting on pharma on April 24 - 3.30-5pm

We are reaching out regarding the Indo-Pacific Economic Framework for prosperity (IPEF) Supply Chain Agreement that entered into force on February 24, 2024 (for details, see https://www.commerce.gov/ipef, https://www.commerce.gov/ipef/pillar-ii, the links therein and the document attached herewith). IPEF members include Australia, Brunei, Fiji, India, Indonesia, Japan, South Korea, Malaysia, New Zealand, Philippines, Singapore, Thailand, Vietnam, and USA.

 

In this context, the CII, in collaboration with us, is organizing a virtual closed-door session with select pharma & healthcare representatives on April 24 (Wednesday) from 3.30 pm to 5pm tolook at the potential of pharmaceuticals & healthcare to be chosen as a ‘critical sector’ (and the ‘key goods’ used as raw materials/inputs) for India, especially from the perspective of public health and safety, and national security, and prevention of significant or widespread economic disruptions. As per the IPEF Supply Chain Agreement, the other factors that will go into identifying ‘critical sector’ and ‘key goods’ include: (i) level of dependance on a single supplier/country/region/geographic location; (ii) availability and reliability of alternative suppliers/supply locations; (iii) extent of imports required to meet domestic demand; (iv) the availability of domestic production capacity; (v) extent of interconnectedness with other critical sectors and key goods; and (vi) actual or potential transport constraints.

 

Given your expertise and experience in the sector, we request you to share your insights on the aforementioned factors and help the Indian industry identify and leverage the opportunities arising out of the landmark Supply Chain Agreement. The idea is also to develop Action Plans for collaborative work under the Agreement that needs to be harnessed in a timely manner to India’s benefit.
