Subject: URGENT- Inputs on Chemical Process Rules and others (HS 27 to 39) sought for India-Aus CECA for FTA

India and Australia are currently in the process of negotiating a comprehensive trade agreement known as CECA. The 4th round of negotiations for the AI CECA has already been successfully completed. In addition to this, Australia has put forth its proposal for "Chemical Process Rules" concerning chapters 29& 30 which are detailed in the attached sheet.

In this regard, you are requested to provide feedback on whether these rules are acceptable for the products pertaining to your company by referring to the attached document on “Inputs on Chemical Process Rules” which covers Chapters from HS 27 to 39.

1.  Refer to the first column "HS Chapters" in the Stakeholders Sheet.
2.  Select the relevant chapters pertaining to your association/company and view whether the rules and "Applicable" or "Not Applicable".
3.  Refer then to the tabs named Chemical Reaction Rule, Purification Rule, Mixing and Blending Rule, Change in particle size rule, Standard Materials Rule, and Isomer Separation Rule for details on the rules.

You may kindly provide your comments in the attached “Inputs on Chemical Process Rules” sheet. Considering the time bound nature of this assignment, we would appreciate it, if the comments along with your rationale for the same, could be given at the earliest to Ms Lakshmi Prasanna, Director- Regulatory Affairs (regulatory@pharmexcil.com).
