Dear Sir/Madam,
Subject: Seeking data regarding pharmaceuticals products for fixation/rectification/review of Standard Inputs-Outputs Norms (NORMS)/Adhoc Norms in respect of NC-3 (Pharmaceutical & Organic Chemicals which falls under Chapter-29 and 300f ITC (HS) Code)for an export product-regarding.
We would like to bring to the notice of member companies that the NORMS Committee of DGFT is going to review the input-outputs of the import and export products within line of Foreign Trade Policy 2023 and the objective of the exercise is to synchronise the NORMS/Ad-hoc Norms with export as well as new technology, newly invented chemistry/formulas, and process optimization.
Further the NORMS Committee wants to facilitate Exporters-Importers to get their authorizations faceless. This exercise, of course, would help the stakeholders over a long period.
In line with Para 4.06 (iii) of Hand Book of Procedure (HBP) of FTP-2023, states that "it is mandatory for industry / manufacturers/ EPCs to provide production and consumption data etc. for the past three years, as may be required by DGFT for fixation of SION/Ad-hoc Norms for an export product "
Norms Committee shall endeavour to fix SION or ad-hoc norms on receipt of complete data." The “Norms Committees shall also function as recommendatory authority for notification of SION and DGFT may notify such norms from time to time."
In view of the above, it is requested to provide the data of the export products and details of raw materials to enable us to fix the norms scientifically.
The Norms Committee has requested the EPC to circulate to its member companies and obtain the valuable inputs in the enclosed proforma "A," positively, within 20 days(i.e so that Norms committee may take appropriate and scientific views to fix the norms.
Member companies while sending the responses should indicate the subject of the email as "Export Products and ITC (HS) code only."

*Proforma "A" Excel sheet send in soft copy
*Basic information on Export and import products in which envisage basic information regarding name in market parlance, usages, basic chemistry, processing flow chart with wastage at each stage with justification collaborated with authentic documents
1.CoA-Export & Import items.
2.Chemical Reaction with chemistry, brief manufacturing process, stage wise percentage yield along with justification supported with technical literature/documentary evidence.
3.Master Batch Formula.
4.Shipping bills.
5.Bill of Entry.
6.Production and Consumption data certified by GST/CA.
7.Sale and purchase Invoice.
8.Wastage of raw material at each stage with justification along with corroborated documents.
9.Catalogue and substantial documents.
10.Other than the above, extra documents and technical arguments may also be submitted by council/industry.
The Norms committee-3 has the right, from time to time, may invite the technical person or industrial/trade person for fruitful discussion.
Member companies are requested to take note of this important notice from the Norms Committee and furnish the responses in Annexure A along with relevant information/documents before 31.July.2023 to dgdesk@pharmexcil.com.
