Subject: Inputs on Chemical Process Rules (HS 28 to 40) sought for India-UK FTA


In continuation to the issued circular no: PXL/HO/Cir-139/2021-22 and stakeholder consultations related to the tariff and rules of origin negotiations on pharmaceuticals, UK has proposed chemical process rules which would confer origin on the product without meeting the other criteria of change in tariff classification or value addition.

We request our members to kindly provide your feedback on whether these rules are acceptable for the products of your business interest at the earliest. Members are requested to provide your inputs by referring to attached document on “Chemical Process Rules proposed by UK” which covers Chapters from HS 29 (API) & 30 (Finish Formulations). Your inputs will enable us to take up the issues/concerns effectively with the DoC and the same can be discussed in the next round of the India-UK trade negotiations.


The attached “Response Sheet on UK Chemical Process Rules” marked with the information requested, should be mailed in the form of a separate attachment to Mr Rollins John (rollins@pharmexcil.com). Considering the time bound nature of this assignment, we would appreciate it if the comments along with your rationale for the same, could be given at the earliest by 28th February 2022 EOD.
