Subject: Trade Notice No.59 of DGFT on the issuance of Preferential Certificate of Origin-Retrospective Issuance of Certificates of Origin under India’s Trade Agreements-Reg

We would like to inform member companies that the Office of DGFT has issued a trade notice No.59 dt: 28.03.2020 on the issuance of Preferential Certificate of Origin stating that the Indian agencies authorized to issue the Preferential Certificate of Origin are temporarily closed and unable to issue these Certificates.

Preferential Certificate of Origin is issued as per Para 2.103 of Handbook of Procedures to issue the Certificate of Origin under India’s Free Trade Agreements (FTAs), Comprehensive Economic Partnership Agreement (CEPA) and Preferential Trade Agreements PTAs.

The office of the DGFT has issued a trade notice 59 dated 28.3.2020 requesting the FTA trading partner for issuance of retrospective preferential certificates of origin. This is on account of the fact that the agencies authorized to issue certificates of origin are currently closed.

Member companies are kindly requested to take note of the same and in case of any issue with the preferential exports, you can inform the importing country customs or other relevant agencies of this trade notice.

Member companies can also request the importing country to make a similar request to India for ensuring that their exports to India are also not affected.
