Subject: Opportunity to export anti-cancer drugs and antibiotics to China- International Seminar and BSM during 20-22 August 2018 at Hotel Renaissance, Shanghai, China (jointly by Pharmexcil & China Chamber(CCCMHPIE)

Members are kindly aware Government of China has waived off the import tariffs for 28 HS codes, primarily anti-cancer drugs and antibiotics from the current 5-6 % to zero percent and value-added tax levied on them was also reduced significantly on 103 of the 138 antineoplastic drugs.

The Chinese authorities are also adopting measures to lower costs, such as price negotiations with manufacturers, greater use of centralized government procurement and the inclusion of a wider range of antineoplastic drugs in the national healthcare insurance program.

These initiatives are opening the market opportunities for India pharmaceuticals companies and in fact, the approval process is also being eased for new medicines from overseas, especially for those treating rare diseases and life-threatening ailments. Since April 2018, the imported chemical pharmaceuticals are no longer tested in trading ports but are randomly checked on the market by the authorities.

With the acceleration of inspection and approval procedures of drugs developed overseas, by the Chinese side, we see a huge scope for India Pharmaceuticals to export lifesaving drugs, antibiotics and anti-infective products to China. The information on the list of exempted 28 tariff linesand the anti-cancer products listare provided with this Circular for exploring the product registrations possibilities with CFDA, to enable larger exports to China.   

Council with a view to contribute to the medicinal requirements of China side and to discuss on the latest regulatory developments with CFDA, organising International Seminar and Business Meet (BSM) inassociation with China Chamber of Commerce of Import & Export of Medicines and Health Products (CCCMHPIE) and Consulate General Office of India is organising a Conference on Indo-China Business Opportunities and Buyer Seller Meet during 20-22ndAugust 2018 at Hotel Renaissance, Shanghai, China.
