Subject: Stakeholders consultations w.r.t. India-UAE negotiations on Product Specific Tariff Lines.
The Department of Commerce (DoC) is conducting stakeholder consultations for a Comprehensive Economic Partnership Agreement (CEPA) between India and UAE. In this context, DoC has scheduled a meeting with Pharma industry stakeholders to discuss the tariff lines pertaining to pharmaceutical products exports from UAE (i.e UAE Wishlist) on 7th Oct 2021 at 3.00PM under chairmanship of Dr.Srikar Reddy, Joint Secretary, FT (WANA) DoC. In this regard, specific inputs with respect to tariff elimination, tariff reduction, tariff-rate quota by India to UAEs exports is required from our industrial partners/stakeholders.
1. The Department of Commerce has therefore requested product specific comments (see attached list, HS code wise) from industrial stakeholders, in order to examine the specific tariff lines of UAE’s wish list.
2. It is to be noted that the inputs on the tariff lines should indicate specifically (Yes/No/May Be) i.e whether the product can be considered for tariff concessions under the CEPA along with comments. In case indicated as ‘No’, specific reason to be mentioned by the stakeholders.
3. With reference to the inputs the following definition may be kept in mind ;
3.1 Preferential Tariff - Under preferential trade agreement countries enter into agreements in order to give another country's products lower tariffs than their MFN rate.
3.2 Effective Rate - The tariff rate that is actually applied for a product exporting from a partner country ( i.e UAE)
3.3 Tariff-rate quotas would allow a predetermined quantity of a product to be imported at lower import duty rates (in-quota duty) than the duty rate normally available for that product.
4. We request our members to kindly provide your feedback on the products (tariff lines) for the products of your business interest at the earliest. This will enable us to take up the issues/suggestions effectively with the DoC.
The attached list of tariff lines marked with the information requested should be mailed in the form of a separate attachment to (rollins@pharmexcil.com). Considering the time bound nature of this assignment, we would appreciate it if the questionnaire can be completed and returned at the earliest by 6th October 2021 EOD. Further, members willing to attend the virtual meeting on 7th Oct 2021 may please confirm your participation to (rollins@pharmexcil.com) latest by 6th Oct 2021.
