Sub: Revision in the Operational Guidelines of the Market Access Initiative (MAI) Scheme

 

 

Dear Sir/Madam,

 

As you are aware the Market Access Initiative Scheme 2021 dated: 19.07.2021, enacted by the Ministry of Commerce & Industry, Department of Commerce, and E&MDA Section is valid from 01.04.2021 to 31.03.2026.

 

Please refer Pharmexcil circulars PXL/HO/Cir-052/2021-22 dated: 14.08.2021and PXL/HO/Cir-089/2021-22 dated: 12.10.2021, wherein council has constantly guided the member exporters in the changes made in the MAI scheme 2021 and Operational Guidelines.

 

This is to inform the members that the Empowered Committee (EC) of MAI under the chairmanship of Shri Sunil Barthwal, Commerce Secretary, Dept of Commerce held on 4th May 2023, has made some important revisions in the MAI Scheme 2021 & its Operational Guidelines and issued the Minutes of EC meeting on 26th June 2023.

 

1.      There are two important amendments regarding MAI claims for reimbursement of expense incurred on statutory compliance abroad with Prospective Effect:

LATEST AMENDMENTS

MAI Guidelines 2021 & revisions in operational guidelines as per EC meeting of MAI  held on 04.05.2023 & Minutes issued on 26 June 2023

Reimbursement of expenditure incurred by Exporters on Statutory Compliances abroad at Sl. No 8 in the Table at para 7.3 (Eligible components & Items of Expenditure) of the MAI Operational Guidelines with prospective effect. 

 

The time limit for submission of claims by exporters to the EPCs be reduced to 45 days (from the existing 90 days) from the date of receipt of registration. The EPC can take a maximum of 45 days for processing of claims and submitting eligible claims to the Department of Commerce.

 

 

The timelines for submission of claims by exporters to EPCs may be revised from “45 days from date of receipt of certificate” to “90 days from date of issuance of certificate”.

 

 

Reimbursement under the Scheme will be limited to the exporters having f.o.b. value of exports up to Rs. 100 Crore during the preceding financial year.

 

2.      MAI claims for reimbursement of airfare for participation in approved international events.

Reimbursement of airfare for participation in approved international events

Sl.No 6 (ii) & 7 in the Table at Para 7.3 (Eligible components & Items of Expenditure) of the operational guidelines

 

Ceiling of airfare reimbursement to Indian Exporters for participation in Events Abroad/for hosting Foreign Buyers in RBSMs in India.

 

Reimbursement of air-fare to exporting companies with an f. o. b. value of exports below Rs.50 crore in the preceding financial year.

 

Ceiling:

a)      Rs.1,25,000/ - for Africa and American continents

b)       Rs.75, 000/-  for other markets.

 

(i)   Ceiling of airfare reimbursement to Indian Exporters for participation in Events Abroad/for hosting Foreign Buyers in RBSMs in India enhanced by 20% with effect from FY 2023-24.

 

 Ceiling:

a)   Rs.1,50,000/ - for Africa and American continents

b)    Rs.90, 000/- for other markets.

(Note: The fares proposed are maximum limit for economy class)

 

(ii)     Reimbursement of airfare to the companies having nil exports/start-ups/new exporters may be allowed up to 10% of the total number of participants, subject to the following conditions:

a)    The amount of airfare reimbursable will be 50% of the economy fare, subject to market-wise ceilings

b)   The exporter has been active in the domestic market and has at least annual turnover of Rs. 50.00 lakh in the preceding financial year.

(Note: For other exporters also, it will be necessary to have minimum annual export turnover of Rs. 50 lakh in the preceding financial year to avail reimbursement of airfare.)

 

Members are advised to take note of these important revisions in the operational guidelines and submit their claims on-line accordingly. Members are also advised to enclose the C.A certificate reflecting f.o.b values of exports for the last three preceding years
