Dear Sir/Madam,

Subject: IMPORTANT: Inviting inputs for pre-budget proposals for the year 2026-27

We would like to bring to the notice of member companies that the Ministry of Commerce and Industry is inviting pre-budget proposals for the year 2026-27.

Member companies are requested to kindly take time and provide inputs using link / Google form, as this is an opportunity for retaining the existing custom duty exemptions/reducing the customs duty/Income tax/Central Excise for pharmaceutical products and also represent on various tax-related issues faced by the pharmaceutical industry.

It is pertinent to mention here that proposals received only in the prescribed format and which are export oriented may be considered. The following points may be considered while submitting proposals:

(a) The pre-budget proposals should be complete in all respects, properly categorized, and HS Codes, wherever applicable, for each commodity must be provided

(b) Justification given in favour of the proposal shall be restricted to 300 words and Annexures should be used, if necessary

(c) Issues discussed year after year but never agreed to, may not be included; (d) Proposals, which are related to other Ministries/Departments, need not be considered and should be sent to the concerned Ministry/Department.

The Proforma (Google form) received from the Department is also shared for more information. Click herefor submitting your inputs before 30.09.2025 (Tuesday).

The Ministry of Commerce & Industry is actively pursuing the issues with the Ministry of Finance for consideration of suggestions from the industry. We therefore request member companies to actively contribute to the Pre-budget proposals.
