Dear Sir/Madam,

Subject: Pooled Procurement Arrangement for Pharmaceuticals in SADC Region

We would like to inform member companies that Council is in receipt of communication from High Commission of India at Tanzania, sharing the developments of Southern African Development Community (SADC) in the procurement of Pharmaceuticals.

The two notable developments in the SADC region are as follow

1)The Southern African Development Community (SADC) comprised of 16 countries has formed a Pooled Procurement Arrangement for Pharmaceuticals for which Medical Stores Department (MSD) is identified as the nodal agency. Under this arrangement, SADC countries will place their orders for specific pharmaceutical products through MSD.The payments for pooled procurement will be extended by MSD while deliveries of medicines will be expected to be sent to independent countries (agencies). It is expected that supply products will be registered in the respective countries.

The process of pooled procurement is expected to commence in the coming months and over time, this would become a major procurement tool for pharmaceuticals in the SADC region.

2)The Medical Stores Department (MSD) of Government of Tanzania has been identified as the nodal agency for SADC Pharma procurement. MSD has been charged with contacting manufacturers of various countries and enter into framework for coordinated procurement. It is seeking direct procurement from pharmaceutical manufacturers for their government distribution.

The above developments would certainly facilitate India pharmaceutical industry in opening up the market for all the SADC countries.

Keeping in view, these important developments in SADC region and to understand the procurement process, Council has invited the Director General of MSD, Tanzania for participation in IPHEX 2019 scheduled from 10-12 June 2019 at Ahmedabad, Gujarat.

Council is also proposing to mount a business delegation to Tanzania post-IPHEX 2019, member companies interested to participate may please send email to dgdesk@pharmexcil.com. Based on the response from member companies, a business delegation would be planned.

With regards,

Udaya Bhaskar
Director General
