Subject:  EXIM Bank Survey on Non-Tariff Measures in Markets Abroad

You are kindly aware that Non-Tariff Measures (NTMs) are all measures other than normal tariffs namely trade related procedures, regulations, standards, licensing systems and even trade defense measures such as anti-dumping duties etc which have the effect of restricting trade between nations.

 

With the lowering of tariffs across the globe, NTMs have come into prominence with Members using these measures to erect entry barriers for goods and services. The fact that tariff liberalization, initially under the auspices of the GATT/WTO and subsequently in the context of  multilateral, regional and bilateral preferential trade agreements have actually proven unsuccessful in providing greater market access as slew of NTMs pose as major deterrents to market access.   

 

In this context and with specific reference to pharmaceuticals exports from India, EXIM bank has commissioned a Study to assess the NTMs across the global market place and its impact on market access by Indian exporters.

 

On behalf of EXIM Bank, the project of Survey, Compilation and Analysis is being carried out by Dr Harsha Vardhan Singh, Former Deputy Director General WTO leading a team of high-level experts including Sri Rajeev Kher, IAS and Former Secretary Commerce, Department of Commerce, Government of India.

 

In this regard, an interactive meeting with few stakeholders was held on 13th November 2018 at Pharmexcil’s New Delhi office. Few more interactions are being planned at various centres.

 

We take this opportunity to kindly request you to sent the filled up questionnaire to help the team prepare a detailed compilation of NTMs across the markets. This will help to address the issues and provide necessary policy inputs towards our common endeavor to gain greater market access.

 

Inputs from your organization will certainly contribute to a suitable recommendations towards strategic policy formulation.
