Subject: Upgradation of India-Korea CEPA-Seeking inputs on tariff lines and Rules of Origin
Members are kindly aware that India entered CEPA (Comprehensive Economic Partnership Agreement) with Korea in the year 2009 for providing better access to Indian products in Korean market .
We were informed by Department of Commerce that the negotiations are taking place for the upgradation of CEPA, where in the Korea had requested for change in the existing list of tariff lines and Rules of origin (process rules for Chemical sector).
(a) Upgradation of India-Korea CEPA
Korea has shared a request list of products (tariff lines) pertaining to Pharmaceuticals in which it wants "change to the existing rules of origin" under the upgradation of India-Korea CEPA. A copy of the list is attached.
(b) Process Rules for Chemicals Sector
Another important area is "Rules of Origin" (ROO) for the broad product group of ALL Chemicals, Drugs/Pharmaceuticals, Specialty Chemicals, Dyes, Paints, Petrochemicals & Plastics, and miscellaneous chemical items. With reference to this broad sector and sub-sectors, there are proposals of "product-specific ROO" and "Process Rules" from countries/groups such as Peru, Canada, EFTA and RCEP.
A note on these issues is enclosed for your ready reference.
We request members to kindly provide your specific inputs/feedback on the products (tariff lines) and "product-specific ROO" and "Process Rules" for the products of your business interest at the earliest (before 8th Sep.2017). This will enable us to take up the issues/suggestions effectively with the Department of Commerce.
