Dear Sir/Madam,

Subject: Introductory meeting with the Stakeholders of Pharma Sector to formulate Rules of Origin (RoOs) in India’s ongoing FTA/ETA/ETP negotiations with Canada, EU and UK

This is in continuation to our previous circular no PXL/HO/Cir-046/2021-22  dated 30.7.2021 regarding Questionnaires on Rules of Origin wrt India-EU, India-UK and India - Canada FTA/ETA/ETP negotiations. The Department of Commerce  needs to finalize India’s stance urgently.  Such inputs provided in these  Questionnaires   will be taken up for discussion in the Virtual Meeting with the Stakeholders   scheduled  in the 3rd week of August, 2021  and your detailed comments , describing the reasons for your proposal, etc.  are required in order to defend our stand in the negotiations.

In reference to the subject, the council is in further receipt of the PSR Analysis Sheet for Chapter 30 which compares Product Specific Rules of Origin for Pharmaceuticals with various countries in detail. You are requested to provide your valuable comments/inputs to the council by 14th of August, 2021so that we can devise the strategy for negotiation of RoOs with Canada, EU and UK.

Therefore, you are once again requested to go through the Questionnaires and the PSR Analysis Sheet  and provide your detailed comments.  Kindly submit the filled the Questionnaires (along with the detailed comments therein) and proposed PSR for your product and send it to rodelhi@pharmexcil.com  by 14.08.2021.
